On 18 Aug 2014 I wrote to the Minister of Law & Justice seeking his intervention in improving Electoral Roll Management System of the country. I attached a 15 page document explaining the issues affecting the system, suggestions on how to improve it, and with offer of help.
After about 4 months, one Deputy Secretary of the ministry signs a letter addressed to Election Commission on 10 Dec 2014 – “The undersigned is directed to forward herewith … action taken in the matter may be informed to the applicant.” Who directed him? Mostly there is no self-direction or respect for law in government administration. Push the paper, pass the buck, and CYA.
I had written to the ministry that persistent indifference shown by the Election Commission undermines the democratic right of citizens to vote. Now, the buck is back in the backyard of ECI – as if ECI would care about it. Let the buck graze the barren land.
The Ministry letter dated 10 Dec 2014 reached me on 07 Feb 2015. Six months after my letter, indicating (rather confirming) that none would act on the feedback. Admirable in the age of instant messaging and for the government that works.
